It could have been for a big wig at the main office, or it could have been a Zone manager car. If you know the state where the car was delivered, look into that state's DMV or Dept of Licensing and see if they will do a search for you. I did the same thing in Oregon for my 1968 4-4-2 convertible and found out it was a zone manager car (ordered by the Portland office to be owned by the Oldsmobile Division of General Motors). In addition, Oregon DMV gave me the entire history they had of the car, including the 3 months that a zone manager drove the car, followed by the 8 months that the car belonged to a dealership, and when my dad bought the car from that dealership. The documentation was real interesting and it nailed the history of that car's first year (it has been in our family since my dad bought it in March 1969).

I need to add that, if it was a zone manager car, the VIN doesn't necessarily need to be an early one. Zone manager cars were brought in new from the factory throughout the production year. My '68 4-4-2 had an early April 1968 production date.
