If you do a search for Bassett VA Historical society there is some info about "W & B" but not a chevy dealer. W & B was Walker and Bassett - a manufacturing company in town - https://www.bassetthistoricalcenter....%20History.pdf

Community historical societies usually have a lot of old pics of commercial enterprises that closed up. If it was prominent business in town there is usually a lot of info in the society archives.

These pics are from around 1999.
They are from when the PO bought the car and he picked it up and loaded on the trailer.
You can see the side pipes.

You can see the car on the lift where it appears the rear quarter pieces are uncut which would indicate side exhaust.

Don't know about the laws in Virginia, but in South Dakota, where I grew up, I knew a guy with a '66 big block coupe and a guy with a 435hp '67 coupe, both had side exhausts. But after each getting several tickets for "excessive noise/illegal exhaust" they had them removed just so they wouldn't get rousted by the cops every time they went out.
