      Greg,
      This is a very rare code, one that I may have seen one other time. Most of the time if a vehicle was to be used for display, executive use, etc it went to a zone office. I count 9 Regional Offices in the US listed in the database and I'm not sure what the distinguishing feature of a Regional Office vs a Zone Office is. Perhaps someone more familiar with the GM structure can advise. At any rate I believe once they were finished using the car for whatever it went to a dealer to be sold as a used car.
