1966 427 Corvette Gm Division Michigan

I just received my shipping report for my 1966 427 Corvette and it listed it as Zone 0 Dealer 568. It then goes on to say "Believed to be GM Division MI" I proceeded to look up Zone 0 Dealer 568 on the NCRS Dealer Code Data section and it listed that as being CPC Tonawanda Engine Plant. Can anyone shed some light on this?

Was the car a GM executive car at the Tonawanda Plant in 1966 or was the car a test car at the Tonawanda Plant in 1966? Being that the car wasnt produced until January of 1966 I would think that it would be late in the model year to be a test car?
