69 T&T Column Differing Flatness of Color

My 69 Tilt/Tele column is black. The column is semi-gloss however the extension #3949109 and lever #3949108 differ significantly from the column, but match each other, and are flat to semi-flat black. Does anyone know if this is correct or, since the latter two parts are easily removed, someone perhaps painted them with an incorrect sheen? Nothing else about the parts leads me to believe they have been repainted as the finish quality and coverage is very good, i.e. do not appear to be a quick rattle can job.
