    '70 headlight door adjustment

Headlight doors fit nicely and flush on top when closed. When opened, the right one always has stopped over 1/2" from being full open. Vacuum system is in good working order. The stop bar screw has 3/8" gap remaining to full open. I have vacuum actuator, rod, lower springs out right now and having re plated / rebuilt. Have loosened the 3 bolts in slotted holes to upper bracket and confirmed they are as far open as possible. Problem is when opening, the two links go over center as they should, but lock too soon. Can not find any damage, bent brackets, braces, etc.. Have read numerous archives & watched many videos. Any other adjustments leave the back of the door too high when closed.
Even if it came from the factory like this, i want to fix it. Any ideas would be appreciated.
