    70 Horn Relay

I don't seem to be getting any voltage to the horn relay on my 70 coupe with A/C. Looking at the wiring schematic, a 10 gauge red wire attaches to the battery cable post on the starter solenoid and runs to the horn relay. Another 10 gauge red wire runs from the alternator to the horn relay. The horns and key buzzer are not working. Horns are rebuilt. All other functions with steering column work. Should there be 12 volts at the connection on the relay where the wire from the starter attaches, with key off and on? Would it hurt anything to run a jumper wire with 12 volts to the connector to see if that is the problem? The fusible link near the starter appear to be ok but it looks like there is another one above this one that I cannot see. Any suggestions would be appreciated.
