1978 License Plate Screws & Inserts from factory

Did the plastic inserts come in the envelope, or just the screws? I understand that the envelope could use the term "attaching parts", an indication it was not just screws. Further, I am thinking that in a one-plate state, owners may not have wanted the inserts put in the front (not that anyone would not have mounted something to cover the ugly plate holder). Maybe the dealer had to stick the inserts in also?
