What is the best way if any, to repair 3 broken loose aluminum rivets on the underside of the bar? The remainder look good with the exception of the end 3 on the driver's side. Thanks in advance, Jack J.

Jack,
The panel is riveted to the bar so the front end panel can be bonded to fiberglass. At the time there were no adhesives that would bond the metal headlight bar to the fiberglass.
What stage of restoration are you in at present?
I would use the 3M 08115 bonding material no matter what your doing at this point. It will bond fiberglass to metal and form a permanent bond.
