SB 1239 failed to pass the CA Senate earlier this month due to an 18-18 tie vote, however a followup vote was unanimous to consider it at some future unspecified date, but it's dead in the current legislative session. This link provides all the details on this bill's path through the senate:
The amendments, especially the two-year sunset clause made no sense. What was the point of extending the emission exemption five years for only two years? I was disappointed that my suggestion to include HV plates that have driving restrictions went unanswered and unheaded by the sponsoring senator and SEMA.
A couple of months ago I posted a request for support of SB 1239, which included a SEMA link that allowed you to easily send an email to all senators on the Transportation and Housing Committee.
Thanks to those who took the couple of minutes to send an email via the SEMA link or other means.
The extension of the YOM plate bill will probably pass, but I haven't followed it closely since I have no interest in YOM plates.
I'm not particularly concerned about the "scrappage" bill. Guys get all worked up about these, but IMO they are just window dressing. Why would anyone scrap a functional car that passes emission tests, especially if it has collector car value or the owner just likes the car and wants to keep driving it even if it has little value? Maybe there are a few guys out there who like their '92 Buick LeSabre, but it's not likely to be considered "collectable" and have much value.
