'96 console accessory plug wiring tag

I'm preparing my '96 CE for Flight Judging at the Florida Chapter Spring Judging Event at the Plantation Inn, in Crystal River, on May 16th. My car was missing the 3 short wires, plug and tag found in the console. I've attached a picture of the tag. I just obtained the parts. What is this tag attached to? And, how are the wires terminated?
