I think the rule needs to be changed to allow the obvious use of clearcoating without a point deduction for the safety reasons. If the eco-terrorists find out we are spraying lacquer in our garages, they might start keying our cars when we turn our head at the show or park at the Starbucks. Even if we put "VOC free" stickers (kind of like "dolphin safe" tuna) on our cars, they won't believe that our single stage urethane paint jobs with the dulled jams are not really lacquer, and we will still be targets.
