Dry graphite lock lube, from any hardware store might be worth a try...or a penetrating oil if that doesn't work.
If you're not overly attached to the locking gas cap, there are lots of destructive ways to git 'r done.

If memory serves me right, that cap has 3 fingers that are spring loaded and catch the lower lip of the filler neck flange. I am betting you can take a dental pick and go around the bottom edge, locate the fingers and pull them outboard one at a time to release the cap.- Top

If all else fails
A screwdriver in the key slot with a sharp twist will do it. That's how the gas thieves do it. Happened to me.
But it will ruin the mechanism from further use.

Dan another option is to remove the rubber drain catcher and remove the complete neck and then you can release the cap by moving the frozen parts of the gas cap. All it will cost you is your time and a new neck gasket.- Top

If you haven't started it in a few years, I doubt your only problem is the gas cap.
I'd tow it out and try starting it in the comfort of your warm dry garage where you can check on everything first. For all you know, you could pour that gas right in the tank and through the pump into the oil pan. Or that carb could leak a gallon or two over the engine in that 400 feet.- Top
