As Dennis said, only with research and time will you get some of the answers you are looking for. There is no "one book" that will give you what you want. None are great, and as I mentioned in the other response, I agree that the judging manuals are quite vague, and therefore frustrating. Sometimes the pictures are the greatest help, not the words. For example, I use Dobbins' 68-72 book for the pictures, and since he and I know each other, I have even pointed out incorrect pictures to him. But, they can help you determine shade, texture, sheen, etc. Sometimes this is better than saying a part is "black." For example, the bumper brackets you were asking about. If you have the "Corvette Restoration:State of the Art" book and looked on page 50 and 51, you would see EXACTLY what the responders were talking about. There is a "beautiful" picture of a set of bumper brackets right there. You can see the right shade of semi-gloss, and see what they mean by "dip painting" and runs.
If worst comes to worst, buy the various shades from Quanta, and paint everything the shade of black they tell you to. It will be pretty close. You may even want to give them a call, as they are extremely friendly and helpful folks.
Sounds like you are going about things correctly, but you have to remember that with a 68, there are less of them floating around than the mid years at the shows, and that you may have to look at some 69's to get some answers; maybe even some 70-72's as a lot of things didn't change drastically.
