What is the proper seat belt webbing color for a '64 with white seats with dark blue carpet? (491GE)Also are the seatbelts designed to rest on the seats when not in use or is there something missing on my car where they are to be stored?

Your white interior 64 would have had white seat belt webbing. I vividly remember this as I purchased a new 64 coupe with white interior. (also blue carpet/accents)
For the 64 model year, there was no bracket for the belts when not in use. -

A triangular chrome plated anchor plate secures both the buckle and D-ring belts to the car. The model number , ID 5000.75.17 is stamped on the side of the anchor plate.
