So many problems turn out to be so basic. My starter circuit ground problem turned out to be the baterry ground cable. The connector was securely fastened to the battey terminal, but the cable was loose in the connector. The connection was good enough for the voltage meter to register, but not good enough to carry a load. A new cable did the trick. The engine turns over fine. Now I'm chasing what appears to be a stuck float in the carburetor, allowing an over flow when the fuel pump kicks in. Boy, this is fun.
