My 1964 VIN #9258, built January 17, 1964 has the cut-out in the carpet for the front seat track to sit directly on the floor pan. The carpet flaps are cut so that they hinge from the center or the middle the seat and fold back over to cover the seat bolts. The restof the seat track sits on top ofthe carpet.
I replaced the front carpets in my '64 last fall and had it flight judged where it received no deductions for the seat track carpet flap configuration. The third edition of the 63/64 judging manual explains how the carpet flaps are to be cut. I can send you a picture of my installation if you would like, I'd be glad to help in any way I can.
